(They cannot equip boots or closed-faced helmets due to their anatomy, for instance. But aren't Catwoman's goggles mostly for night vision? And the laser-vision wouldn't be much help either, considering the noticeable lack of lasers in Tamriel. And disguising the face doesn't help much when you're talking about a giant bipedal cat.
The fact that Katia's equipped with mostly redundant/dangerous gear is honestly pretty in-character for her. And even if it weren't, this is still a damn fine job.
